The Joint Ministerial Committee on Private Healthcare Costs (JBMKKS) has confirmed MediAsas as the official brand name for the Base MHIT Plan, a new medical protection scheme aimed at making private healthcare more affordable for Malaysians. The pilot programme kicks off end-July and runs through October 2026 in the Klang Valley, ahead of a planned nationwide rollout in January 2027.

MediAsas will be offered as a standalone medical insurance and takaful plan, split into two tiers: MediAsas Teras, a standard plan, and MediAsas Fleksi, a standard-plus option.

Coverage will be available to individuals up to 85 years of age, and six insurers and takaful operators are taking part in the pilot including:

  • AIA Berhad
  • Allianz Life Insurance Malaysia Berhad
  • Great Eastern Life Assurance (Malaysia) Berhad
  • Prudential BSN Takaful Berhad
  • Etiqa Family Takaful Berhad
  • Syarikat Takaful Malaysia Keluarga Berhad

On pricing, JBMKKS says indicative monthly premiums are expected to fall between RM60 and RM550 for individuals entering the plan up to age 70, based on current medical claims data and healthcare cost inflation trends. Final pricing will only be locked in ahead of the January 2027 nationwide launch, so these figures could still shift.

Minister of Finance II YB Senator Datuk Seri Amir Hamzah Azizan said the plan is designed with broader eligibility criteria to extend medical protection to more Malaysians, while keeping costs manageable over the long run.

“MediAsas will provide a firm foundation to support longer term healthcare financing reforms, reflecting the Government’s commitment to delivering affordable medical protection while ensuring the sustainability of Malaysia’s healthcare financing ecosystem.

Through broader eligibility criteria and distinct product features, MediAsas is designed to be affordable over time and expands access to medical protection for a wider segment of Malaysians.

The pilot programme will serve to ensure that the nationwide rollout of MediAsas in 2027 proceeds smoothly and delivers a well-integrated customer journey”. – YB Senator Datuk Seri Amir Hamzah Azizan, Minister of Finance II

Minister of Health YB Datuk Seri Dr Dzulkefly Ahmad added that cost-containment measures including a phased rollout of the Diagnosis-Related Groups (DRG) system in private hospitals will support more sustainable healthcare pricing alongside MediAsas.

“MediAsas represents an important step towards ensuring Malaysians have access to quality and affordable healthcare. Underpinned by cost-containment measures, including the phased implementation of the Diagnosis-Related Groups (DRG) system in private hospitals will support more sustainable healthcare costs over time with a stronger focus on value-based care.

Together with broader healthcare reforms, MediAsas will strengthen consumer confidence and support better health outcomes for Malaysians”. – YB Datuk Seri Dr Dzulkefly Ahmad, Minister of Health

Beyond MediAsas, JBMKKS is also moving ahead with three other priorities under its RESET framework. The first is the Malaysia Digital Health Certification Network (MDHCN), which aims to let patients securely share their health records between public and private healthcare providers under a “One Person, One Record” system. The second is a review of private healthcare licensing under Act 586, aimed at reducing red tape. The third is a joint effort with the Association of Private Hospitals Malaysia (APHM), insurers and takaful operators. Together, they are working to standardise how hospital bills are categorised and presented. A common framework is targeted for August 2026.

An independent Governance Board is also being set up to oversee MediAsas once it’s fully rolled out, with a focus on protecting consumer interests. JBMKKS says further updates will follow once the pilot wraps up, ahead of the nationwide launch in January 2027.
