Mandatory AI-Generated Labels May Be Introduced Under Online Safety Act, Says Fahmi

An ‘AI-generated’ label might soon be mandatory for all artificial intelligence-generated content, says Communications Minister Fahmi Fadzil. According to Fahmi, the move would be parked under the Online Safety Act 2024, targeted to be enforced by the end of this year.
“We may consider this requirement, for example, under the Online Safety Act, which is expected to come into effect by the end of this year.”
“We also believe platforms must be proactive in labelling AI-generated content as such,” he said in a press conference.

Labelling AI-generated content will mark a crucial step in curbing the exploitation of AI for scams, defamation, and impersonation – especially across social media.
Fahmi says that there are no globally satisfactory regulatory guidelines in place for the use of AI just yet, but assures that active discussions are taking place within the United Nations (UN) and the International Telecommunication Union (ITU).
“I recently attended the AI for Good Summit in Geneva, Switzerland. Indeed, at both the UN and ITU levels, there is ongoing debate over who should be responsible for AI regulation.”
“Certainly, at the national level, Parliament and ministries such as the Ministry of Digital must lead. But we also recognise that every ministry has a role in assessing and evaluating AI use within its scope,” he said.
He also urged the younger generation, especially Gen Alpha, to understand the benefits, challenges, and limitations of AI as the world moves into a future increasingly shaped by it.
The use of AI content, particularly deepfakes, has surged. In March, the Royal Malaysia Police (PDRM) identified five deepfake videos of prominent figures – including Prime Minister Datuk Seri Anwar Ibrahim – manipulated to trick victims into an investment scam.
